A plan to build a “green” city of 7,500 new homes in the hills south of Orcutt failed to clear the first hurdle on Tuesday, as the county Planning Commission voted 4-1 not to recommend it for further study. The commissioners said they liked the “village center” concept of the North Hills project, including the proposed mix of affordable, middle-class and luxury homes; pedestrian-friendly streets, open space preserves and energy-efficient construction. What they didn’t like, they said, was the proximity of oil rigs to the future homes. There are about 170 active oil wells on the 4,000-acre North Hills property, including wells inside the “village centers” where hundreds of homes are planned. “I just don’t believe that a development and an oil field are compatible,” said Commissioner Daniel Blough, who represents the Santa Maria Valley. |

A Goleta burger joint dating to the mid 1960s can keep its drive-up window, officials said Monday night, preserving the retro feel and longtime use of the mom-and-pop eatery. In a 5-0 vote at a meeting laced with nostalgia, the Planning Commission shot down the concerns of an adjacent property owner. |

Preventing youth violence was the focus of discussion during a joint meeting Friday between Santa Barbara and school leaders, particularly as both groups prepare to finalize their budgets this month.
The Santa Barbara Board of Education is in a much more dire financial situation -- Leaders had to shave $5 million from their $125 million budget this spring, with some programs for youth getting the axe.
After the fatal gang stabbing in downtown Santa Barbara on March 14, members of the Santa Barbara City Council are working to bolster prevention programs and activities for troubled youth -- and a big part of that happens in the schools, they say. |

Faced with rising health care costs and a growing social service caseload, Santa Barbara County may suffer future deficits that could widen to $18 million by 2010. As the Board of Supervisors opens discussions Monday on a proposed $758 million budget for next year, analysts predict a flood of red ink due to shortfalls in state and federal funding. With the new fiscal year beginning July 1, the budget proposal comes up short by at least $1.2 million. Whether the gap between revenues and expenditures will continue to grow in future years rests on finding new funding sources and making tough decisions about what to spend. |

The county Planning Commission went on a tour south of Orcutt on Thursday with county planners, reporters, developers and curious residents in tow, as everyone tried to imagine 7,500 homes and 2 million square feet of stores, offices and restaurants — maybe even a new hospital and surely a Starbucks — on the rolling 4,000-acre property where a new town called North Hills is proposed.
